Record closes the controller's cycle. Having sensed, corrected, and dispatched, the loop writes down what it did and what it observed, so the next cycle starts from a fuller picture than the last. This is how the fleet accumulates memory instead of repeating itself.

The cycle's learning lands in soma, never in germline, then the loop returns to sense and turns again.

The important boundary is where that learning is allowed to land. The fleet learns into the soma, the documentation and notes it is free to evolve, and never into the germline, the charter and policy and gates. An agent that could rewrite the rules while claiming to merely record a lesson would erase the line between learning and self-amendment. So record can deepen what the fleet knows, but a change to the law it operates under still has to go through a human on a pull request, exactly as the Constitution requires.

With the cycle recorded, the controller returns to sense, and the loop turns again.
